Every photographer who owns a lens with a slightly faster aperture will eventually experiment with using a shallow depth of field on some pictures. If done right, it can create interesting and unusual images, like in this photograph of the iconic Brooklyn Bridge. You can still instantly recognize the bridge even if it's completely out of focus.
